
On May 28, 2025, the 10th Meeting of the Council of Heads of Customs Administrations of the Economic Cooperation Organization (ECO) member states was held in Tehran, the Islamic Republic of Iran. The State Customs Service of Turkmenistan participated in the meeting at a high level.
The agenda of the meeting included key issues aimed at strengthening regional customs cooperation: simplification of trade procedures, development of electronic data exchange systems, combating customs violations, implementation of paperless trade practices, and training of personnel.
Special attention was given to the launch of the ECO Information Database on Combating Customs Offenses, the establishment of an electronic data exchange system among the customs administrations of the member states, as well as the prospects for expanding cooperation between ECO and the World Customs Organization (WCO).
During the meeting, the head of the Turkmen delegation provided a detailed overview of the ongoing measures in Turkmenistan to modernize and digitalize the customs service. The modernization of infrastructure at the Farap and Garabogaz customs checkpoints located on the Turkmen-Uzbek and Turkmen-Kazakh borders, the implementation of modern information systems, and the launch of the Control and Analysis Center in January 2025 were highlighted. The efforts undertaken to grant the Training Center under the State Customs Service the status of a WCO Regional Training Center were also noted.
As part of the working visit, a bilateral meeting was held between the Head of the State Customs Service of Turkmenistan and Mr. Foroud Asgari, Head of the Customs Administration of the Islamic Republic of Iran. During the meeting, the implementation of the Joint Action Plan for 2025–2026 was discussed, including issues related to the execution of bilateral agreements on information exchange and cooperation in the training and professional development of customs personnel.
