Today, President Serdar Berdimuhamedov has held an extended meeting of the Cabinet of Ministers to sum up the results of work of economic sectors in 2023, during which reports were heard from deputy prime ministers, a number of ministers and velayat khyakims. The agenda also included long-term objectives of the socio-economic development of our state for the current year and personnel issues.

Leaders of the Mejlis, regional administrations, the cities of Ashgabat and Arkadag, higher educational institutions, the media, members of the State Security Council, etc. were invited to the meeting.

Having announced the agenda, the head of Turkmen state gave the floor to Deputy Chairman of the Cabinet of Ministers H. Geldimyradov, who reported on the macroeconomic indicators achieved in the country in 2023.

As was reported, due to comprehensive measures taken in the past year, stable GDP growth was maintained, which amounted to 6.3 percent. This figure increased by 4.3 percent in the industrial complex, 2 percent in construction, 8.4 percent in the transport and communications sector, 12.8 percent in trade, 4.4 percent in agriculture, and 5.1 percent in the service sector.

Overall production output increased by 7.8 percent in 2023 compared to 2022. Positive production indicators have been achieved in economic sectors.

The volume of retail trade last year increased by 10.9 percent compared with 2022.

Wages for large and medium-sized enterprises in the country were raised by 9.9 percent from 2022. During the period under review, wages, pensions, state benefits and student scholarships were funded on time and in full.

In 2023, the plan for the assimilation of capital investments from all sources of financing was completed in full and increased by 7.5 percent compared to 2022.

The report also covered the progress of implementing the Program of the President of Turkmenistan for the Socio-Economic Development of the Country in 2022–2028.

Further at the meeting, the deputy prime minister reported on the preparation of the draft Program for the Socio-Economic Development of Turkmenistan and Investments in 2024.

This document was developed jointly with ministries, sectoral departments, khyakimliks of velayats, the cities of Ashgabat and Arkadag, in accordance with the priorities identified in the seven-year Presidential Program and the State Budget for the current year.

The Program outlines the macroeconomic indicators expected this year and production plans for all sectors. At the same time, the work to be carried out, indicators of socio-economic development and volumes of investment in the velayats, the cities of Ashgabat and Arkadag were specified. Practical steps are also provided for a consistent increase in the income of the population and further improvement of the social and living conditions of Turkmenistan citizens.

Minister of Finance and Economy S. Joraev, who then spoke, reported on the execution of the State Budget, capital investments assimilated and the implementation of the National Rural Program in the past year.

As was reported, as of January 1, 2024, the execution of the revenues of the main financial plan amounted to 109.4 percent, and the expenditures were fulfilled 99.8 percent.

During the indicated period, the revenues of local budgets were executed at the level of 104.1 percent, and the expenditures were fulfilled 99.9 percent.

The report included information that in 2023, 100 meetings of balance commissions were held, including 80 regional, during which the results of the financial and economic activities of ministries and sectoral departments, their reporting institutions and enterprises were reviewed.

The amount of investments aimed at developing the national economy in 2023 increased by 7.5 percent compared to 2022, which in relation to GDP amounted to 18.3 percent. Of the total sum of disbursed capital investments, 49.1 percent were allocated for industrial facilities, and 50.9 percent for social buildings.

Information was also provided on the implementation of the National Rural Program.

Chairman of the Central Bank T. Myalikov, who then spoke, reported on the results of work in 2023 and practical steps taken to improve the activities of reporting institutions.

The amounts of loans issued by banks, including for development of the national economy, to the non-state sector, small and medium-sized businesses, private agricultural producers, as well as to citizens of the country for the purchase of real estate were reported.

Chairman of the State Committee on Statistics D. Amanmuhammedov reported on the fulfillment of plans by ministries and sectoral departments in the past year.

As was reported, at the end of 2023, the industrial sector experienced steady growth. In particular, the production of natural gas amounted to 80,618.7 million cubic meters, and of oil to 8 million 316.7 thousand tons. Compared to 2022, the production increased as for petroleum bitumen by 30.1 percent, liquefied gas by 1.1 percent, kerosene by 0.6 percent, sheet glass by 15.6 percent, cement by 0.8 percent, raw silk by 17.1 percent, clothing and knitwear by 8.9 percent, sausage products by 7.7 percent, dairy products by 1.7 percent, canned fruits and vegetables by 5.5 percent, and butter by 6.8 percent.

Positive indicators were provided in the transport and communications sector, which is confirmed by an increase in cargo and passenger transportation by 3.8 and 16.1 percent, respectively. The scope of communication services increased by 11.5 percent.

An increase in output in the agro-industrial complex was, as compared to 2022, 9.4 percent for vegetables, 4 percent for watermelons and melons, 1.1 percent for berries and fruits, 5.5 percent for potatoes, and 0.8 percent for meat.

Good performance in the past year was recorded in the non-state sector of the economy.

The State Committee Chairman also reported on the measures taken to bring statistical reporting forms and data collection methods in line with the realities of the time and the requirements of international standards.

Having heard the reports, the head of state focused the attention of members of the Cabinet of Ministers on the priority provisions identified in the draft Program for the Socio-Economic Development of Turkmenistan and Investments in 2024, developed with the aim to successfully implement the Program of the President of Turkmenistan for the Socio-Economic Development of the Country in 2022–2028.

As was pointed out, in accordance with the document, this year it is planned to maintain the GDP growth at 6.3 percent; stably develop sectors of the national economy and regions; make the use of production complexes at full capacity; create about 3000 jobs through the construction of new enterprises. Along with this, it is planned to increase the volume of foreign trade turnover to 20.7 billion US dollars, develop small and medium-sized businesses, increase the share of the private sector in GDP (exclusive of the fuel and energy complex) to 71.4 percent, as well as population incomes due to raising wages, pensions, state benefits and scholarships for students by 10 percent in order to improve the social and living standards of citizens.

In addition, there are plans for 2024 to invest 38.5 billion manats in the country’s economy from all sources of financing, President Serdar Berdimuhamedov said.

During the meeting, a Decree approving this Program was signed.

Further, addressing Deputy Prime Minister H. Geldimyradov, the President of Turkmenistan ordered to further carry on effective activities to structurally reform and diversify the national economy, enhance its competitiveness and innovative development, as well as increase the share of the private sector.

The State Budget is the main financial instrument, President Serdar Berdimuhamedov said, emphasizing the importance of taking measures to increase State Budget revenues, as well as ensuring control over the intended use and development of its expenditures.

Furthermore, the significant role of the banking sector in the socio-economic development of the country was emphasized. In this context, instructions were given to continue work on financing projects related to the implementation of government programs for sustainable economic growth, as well as issuing loans for projects aimed at the development of private production enterprises, as well as preferential loans to improve the social and living conditions of the population.

Particular emphasis was on the need to take measures to maintain the stability of the banking system and prevent the effects of foreign economic factors on the country’s economy. The head of state also specified among the priority objectives providing financial support for economic development, maintaining a stable exchange rate of the national currency, providing banking services in accordance with the realities of the time, as well as the effective use of raised funds.

Deputy Chairman of the Cabinet of Ministers B. Amanov, who then spoke, reported on the results of work carried out by the supervised institutions in 2023, on the achieved technical and economic indicators for oil, gas condensate and polypropylene production.

During the period under review, the oil refineries of the State Concern “Türkmennebit” fulfilled the plans for oil refining 100.6 percent and for the production of gasoline 102 percent, diesel fuel 102.2 percent, petroleum bitumen 199 percent, lubricating oils 105.8 percent, and liquefied gas 115.7 percent.

As was reported, the plans for the production of natural and associated gas and for the export of gas were fulfilled 106.9 and 112.6 percent, respectively.

Noting that the oil and gas sector is one of the key sectors of the national economy, President Serdar Berdimuhamedov instructed the deputy prime minister to further maintain a reliable supply of natural gas to domestic and foreign consumers. At the same time, emphasis was placed on the need for phased industrial development of the Galkynyş gas field, attracting foreign companies to the exploration and development of the Caspian Sea shelf. The head of state also ordered to keep the construction of the Turkmenistan-Afghanistan-Pakistan-India gas pipeline in the spotlight.

A number of pressing issues were identified such as carrying out appropriate work in existing fields to increase oil production volumes, increasing the production capacity of the Turkmenbashy Complex of Oil Refineries and the Seyidi Oil Refinery through the new high-tech production facilities.

In the course of the speech, President Serdar Berdimuhamedov instructed to carry out exploration of promising deposits of hydrocarbon resources at the proper level. Along with this, the importance of accelerating the pace of geological surveys to find deposits of mineral solids, building materials and groundwater was highlighted.

Particular attention must be paid to the regular improvement of the qualifications of industry specialists, the introduction of digital technologies, as well as issues related to reducing the negative impact of the oil and gas sector on the environment and human health, the head of state said, giving the deputy prime minister a number of instructions.

Deputy Chairman of the Cabinet of Ministers B.Annamammedov reported on the work done by the construction, industrial and electric power complexes, the State Concern “Türkmenhimiýa”, the State Agency for Motorways Construction Management and the Ashgabat City Khyakimlik in 2023.

Thus, during the period under review, the Ministry of Construction and Architecture completed the work plan 112.5 percent.

As for the Ministry of Industry and Construction Production, the production and work plan for the past year was fulfilled 110 percent.

Over the same period of time, the Ministry of Energy carried out the production and work plan 113.3 percent. The electricity production growth rate was 101.9 percent.

Over the past year, the State Concern “Türkmenhimiýa” manufactured products and performed work to the amount of 2 billion 300 million manats.

The State Agency for Motorways Construction Management fulfilled the plan 101.1 percent, and the Ashgabat City Khyakimlik implemented it 119.8 percent.

In 2023, dozens of buildings and facilities for industrial and social purposes were put into operation. These include the 1st phase of the city of Arkadag, a new complex of buildings of the Academy of Civil Service under the President of Turkmenistan, a building of the Earthquake Resistant Construction Research Institute, ten 9-storey houses in the Parahat-7 residential area and eleven 4-storey houses in Buzmeyin etrap, modern villages in Ovadandepe and Kopetdag gengeshliks of Goktepe etrap. In total, 22 general education schools and 16 kindergartens have been built throughout the country.

Having heard the report, President Serdar Berdimuhamedov addressed the meeting participants and announced his decision to dismiss G. Orunov from the post of Minister of Construction and Architecture due to his transfer to another job.

The head of state appointed A. Geldiev the Minister of Construction and Architecture, releasing him from the post of Deputy Minister.

Having wished him success in his new position, the President of Turkmenistan signed the relevant documents.

S. Selimov was released from the post of Ashgabat City’s Berkararlyk Etrap Khyakim due to his transfer to another appointment. R. Ishanov was appointed the new khyakim of this capital etrap.

A. Aramov was dismissed from the post of Ashgabat City’s Buzmeyin Etrap Khyakim for the failure to perform his assigned duties. 

Having signed the relevant documents, the head of state focused on priority areas of upcoming work.

As was emphasized, in accordance with the country’s energy policy, work must be carried on to increase electricity production and build new power plants, improve the technical condition of distribution substations, and create a unified ring power network to reliably provide electricity to domestic and foreign consumers.

Along with this, instructions were given to carry out effective work in the field of transition to combined management of gas turbine facilities of state power plants located in the Akhal, Balkan, Dashoguz and Lebap Velayats. The importance of further development of “green” electricity and the construction of solar power plants was also emphasized.

In order to strengthen the production base of the building materials industry, the head of state ordered to take comprehensive measures to increase the range of products manufactured by operating enterprises and to build new production facilities.

One of the key sectors of the economy is the chemical industry, President Serdar Berdimuhamedov said, emphasizing the need to bring specialized enterprises to their design capacity, upgrade and increase their capabilities, and create modern production facilities.

The construction industry is also among the main areas, the head of state said, instructing to continue this year the construction of industrial, social and cultural facilities, as well as new comfortable residential houses. 

In order to successfully implement the provisions specified for road construction, President Serdar Berdimuhamedov gave instructions to further strengthen the material and technical resources of this sector for the construction of new and reconstruction of existing highways, bringing them into line with international standards.

Deputy Chairman of the Cabinet of Ministers B. Atdayev was next to report on the results of work done by the ministries and sectoral departments of the trade and textile complexes, as well as the entrepreneurship sector in 2023.

As for the Ministry of Trade and Foreign Economic Relations, the growth amounted to 101.8 percent in trade turnover and 102.9 percent in production compared with 2022.

In 2023, the output of enterprises of the Ministry of Textile Industry amounted to 107.2 percent for fabrics, 104.2 percent for sewing and knitwear, and 100 percent for leather products.

The carpet items production plan was fulfilled 104 percent by the State Association “Türkmenhaly”. 

Over the past year, the State Commodities and Raw Materials Exchange conducted 300 trades, at which 30 thousand 630 contracts were registered.

The growth rate of work carried out by the Chamber of Commerce and Industry during the reporting period amounted to 104.7 percent. 28 exhibitions and 87 conferences were held.

As for the Union of Industrialists and Entrepreneurs, the agricultural and food production growth in 2023 reached 111.7 percent, and this value for industrial goods was 106.7 percent.

Summing up the report, the President of Turkmenistan pointed out the need to take comprehensive measures to increase capacity, upgrade the textile industry, and offer new types of textile products for sale on the domestic market and export.

The specified priority objectives included further development of hand-made carpet weaving, increasing the range of carpet products made, as well as work to restore ancient exquisite Turkmen ornaments.

At the same time, the head of state indicated the necessity to provide the affordability of prices on domestic markets for consumer goods, widespread coverage of the socio-economic transformations ongoing in the country, and attraction of investments in sectors of the national economy.

As was specified, Turkmenistan pays special attention to the development of the private segment. Today, representatives of the non-state sector produce import-substituting and export-oriented goods, President Serdar Berdimuhamedov said, emphasizing that further stable growth of the national economy depends on stepping up work in this area. In this context, instructions were given to further expand the activities of the private sector in all areas.

Director General of the Transport and Communications Agency under the Cabinet of Ministers M. Chakyev reported on the results of activities carried out by institutions under his supervision in 2023.

During the reporting period, the works and services growth rate in the complex totaled 121 percent.

Last year, the freight traffic growth rate by road, rail, air, sea and river transport reached 103.5 percent, while this vale totaled 105.7 percent in passenger transportation.

The services growth rate in the indicated period was 106.4 percent for the “Türkmendemirýollary” Agency, 118 percent for the “Türkmenawtoulaglary” Agency, 192.2 percent for the “Türkmenhowaýollary” Agency, 106.1 percent for the “Türkmendeňizderýaýollary” Agency, and 111.5 percent for the “Türkmenaragatnaşyk” Agency.

The report included information on the progress of implementing the “Concept of developing the digital economy in Turkmenistan for 2019–2025”.

A separate topic of the report was the results of meetings of joint working commissions on the development of transport and logistics cooperation with foreign countries, as well as investing in the construction of industrial and social facilities for the transport and communications complex in various regions of the country.

Summing up the report, President Serdar Berdimuhamedov focused on the priorities for the further development of the industry. In this context, the importance of expanding transit corridor routes, increasing the volume and quality of passenger and cargo transportation, and increasing all types of services in the field of transport and communications was stressed.

It is necessary to continue to modernize the country’s railway system, in particular, to strengthen its material and technical resources in order to increase its capacity.

Particular emphasis was placed on the need to systematically replenish the fleet of motor transport enterprises with modern buses, taxis and trucks of various models, as well as expand the range of services provided to the population.

It is necessary to take further practical steps to reconstruct existing and build new airports in the country, as well as continue work on establishing international flights to new economically more profitable directions and expanding cargo transportation routes, President Serdar Berdimuhamedov stressed.

The head of state instructed to make the full use of the capacities of the Turkmenbashy International Seaport, the Balkan shipbuilding and ship repair yard.

The Agency head was also instructed regarding upgrading activities in accordance with the requirements in the modern communications sector.

Then Deputy Chairwoman of the Cabinet of Ministers M. Mammedova reported on the results of activities of cultural institutions over the past year.

During the period under review, various events were organized on the occasion of significant dates in the national calendar, the opening of socio-cultural facilities and the city of Arkadag, and events to celebrate the 300th anniversary of the birth of Magtymguly Fragi.

As was reported, events in 2023 included the International Conference “Major directions and opportunities for the development of tourism in Turkmenistan”, the International Theater and Folklore Festival “Avaza-2023” the Film Festival “Arkadagyň säheri”, the Concert-Festival of the Youth Symphony Orchestra, the International Theater Festival “Bagtyýarlyk döwrüniň teatr sungaty”, the International Media Forum, the Vienna Ball, and various concerts and creative competitions. During the indicated period, presentations of the new work by the Hero Arkadag “Ömrümiň manysynyň dowamaty”, the book “Arkadag şäheri - geljegiň şäheri”, as well as the book by President Serdar Berdimuhamedov “Ýaşlar – Watanyň daýanjy” took place.

At the same time, the procedure and conditions for awarding the title “Halk” to amateur artistic groups and an Action Plan on the occasion of declaring the city of Anev the cultural capital of the Turkic world in 2024 were approved, and the revised Law of Turkmenistan “On the Protection of Objects of National Historical and Cultural Heritage” was adopted in the past year. 

In 2023, the city of Ashgabat hosted the next Culture Week of Turkic States. Days of Culture of Turkmenistan and forums were organized in a number of foreign countries on the occasion of the 300th anniversary of the birth of Magtymguly Fragi. The Days of Culture of Tatarstan and Turkiye were held in our country.

Work was carried out jointly with the Ministry of Foreign Affairs to include multilateral and national nominations in the UNESCO World Heritage List.

The report also covered the results of the activities of the Turkmen State Publishing Service, the State News Agency, the State Committee for Television, Radio Broadcasting and Cinematography, the “Turkmenfilm” Association named after Oghuz Khan, theaters, libraries, the National Administration for the Preservation, Study and Restoration of Historical and Cultural Monuments.

During the indicated period, the country’s achievements and ongoing transformations were highlighted on the press, television and radio channels, and Internet sites. Relevant work was carried out to implement the provisions arising from state programs and the Digital Economy Development Concept.

Having heard the report, President Serdar Berdimuhamedov released A. Hudayberdiev from the post of Chairman of the Turkmen State Publishing Service due to his retirement.

The head of state appointed M. Charyev the Chairman of the Service, releasing him from the post of TSNA Chairman.

Having signed the relevant documents, the President of Turkmenistan addressed Deputy Prime Minister M. Mammedova and ordered to accelerate preparations for high-level events on the 300th anniversary of the birth of great philosopher and poet Magtymguly in the year “The Fount of wisdom of Magtymguly Fragi”, as well as for celebrations on the occasion of declaring the city of Anev the cultural capital of the Turkic world in 2024.

Separate instructions related to carrying out comprehensive work to further develop Turkmen culture, art and literature, conduct fundamental scientific study of the ancestral cultural heritage and the glorious history of the Turkmen people and popularize it in the world.

The head of state specified among the urgent objectives the preparation of television and radio broadcasts intended for the intellectual development of the younger generation. Performances glorifying national heritage, history, culture and art must be staged in theaters.

The deputy prime minister was also instructed to effectively use the production potential of the Turkmen State Publishing Service.

Deputy Chairman of the Cabinet of Ministers N. Amannepesov reported on the results of work done in the areas under his supervision in 2023.

During the reporting period, reforms aimed at raising an educated, highly intelligent generation and updating educational activities were continued.

Schoolchildren and students, actively participating in international competitions, won 826 medals. Various competitions, scientific and practical conferences, and academic subject contests have significantly raised the prestige of our country.

Ceremonial inaugurations of new educational institutions were held in the cities of Ashgabat and Arkadag. The foundation was laid for two higher education institutions, as well as an additional new academic building and dormitory for the State Energy Institute of Turkmenistan in the city of Mary. Dozens of kindergartens and general education schools have been opened throughout the country.

UNESCO chairs have been opened at the two oldest universities, UNESCO clubs have been established at three higher vocational education institutions, and 6 general education schools were included in the network of Associated Schools of this organization. Higher education institutions were awarded certificates confirming their inclusion in the international rankings.

Last year, work was continued to improve the efficiency of scientific research, and innovative technologies were developed for implementation in production based on local resources.

3057 textbooks and teaching aids have been approved, and certificates and patents for inventions have been obtained. Doctoral and master’s theses have been defended, and the country’s scientific personnel resources have been significantly strengthened.

In accordance with the Decree of the head of state, international scientific conferences and awarding ceremonies for the winners of scientific competitions among youth were held in an organized manner in the country and abroad, as well as events on the 300th anniversary of the birth of Magtymguly Fragi.

Reporting on the measures taken to improve the national healthcare system, the deputy prime minister said that advanced methods of prevention and treatment of various diseases were introduced into practical medicine in 2023.

In accordance with the Decrees of the President of the country, the construction of three new medical centers has been launched in the capital, as well as a complex of buildings for a medical center at the Archman sanatorium. As a result of the assistance provided by the Gurbanguly Berdimuhamedov Charitable Foundation for Assistance to Children in Need of Care, operations and treatment of sick children were conducted. The presentation of international documents was recognition of the successful implementation of reforms ongoing in the healthcare sector.

During the reporting period, work was continued on the development of physical education, sports, the Olympic movement, and the training of professional athletes. The World Kurash Championship, held at a high level, wrote a new glorious page in the history of Turkmen sports. Domestic athletes won a total of 812 medals.

Based on the signed documents, the material and technical resources of subordinate ministries and sectoral departments was further improved.

An international scientific and practical conference and exhibition on the results of the year “Happy youth with Arkadag Serdar” were held at a high level last year. Young Turkmen citizens who made a considerable contribution to the development of the Homeland received state awards.

The domestic and foreign policies of Turkmenistan, carried out under the leadership of President Serdar Berdimuhamedov, were widely explained and promoted. International cooperation was stepped up, and 51 international documents were signed.

Having heard the report, the head of state dismissed G. Ataeva from the post of Minister of Education due to her transfer to another appointment.

President Serdar Berdimuhamedov appointed B. Orazdurdyeva the Minister of Education, releasing her from the post of Rector of the Turkmen State University named after Magtymguly.

During the meeting, A. Germanov was dismissed from his post as Minister of Health and Medical Industry due to his transfer to another job.

M. Mammedov, who previously held the position of Deputy Minister, was appointed to this post.

Having wished success to the newly appointed ministers, the President of Turkmenistan signed the relevant documents.

Speaking about the priorities in the areas supervised by the deputy prime minister, President Serdar Berdimuhamedov ordered to improve the performance of educational institutions so that children can get modern education, discover and develop talents, abilities and tendencies. At the same time, the importance of updating curricula, programs and textbooks in accordance with international experience, improving the qualifications of teachers and lecturers at general and higher education schools, and strengthening the material and technical resources of these institutions was emphasized.

Particular emphasis was placed on the need to continue to carry out scientific research in order to transform our Homeland into a progressively developing state on a scientific basis. In this context, it is necessary to expand international cooperation.

Having touched upon the topic of healthcare, the head of state ordered to continue work to protect human health, the highest value of the state and society. The importance of measures to improve public health, prevent and eliminate diseases, and develop the domestic pharmaceutical industry was also highlighted.

It is necessary to carry out comprehensive activities to develop sports, increase the role of mass physical training, and honorably represent Turkmenistan on the world sports arena, President Serdar Berdimuhamedov said, giving a number of instructions to the deputy prime minister.

Then the governors of regions made reports.

The floor was first given to Akhal Velayat Khyakim R. Hojagulyev, who reported on the work done in 2023.

Reporting on the fulfillment of planned obligations, the khyakim said that investments have been fully assimilated as part of implementing the National Rural Program.

In 2023, the construction of 8 large industrial and socio-cultural facilities, new modern villages in the gengeshliks of Ovadandepe and Kopetdag of Gokdepe etrap and an Akhal-Mary overhead power line were completed in the velayat.

Currently, the seasonal agricultural campaign continues in the region, in particular, the treatment of wheat fields and preparations for the spring sowing of cotton, vegetables, as well as watermelon and melon crops are underway.

Having heard the report, the President of Turkmenistan appointed S. Chopanov the Akhal Velayat’s Baherden Etrap Khyakim, releasing him from the post of Ak bugday Etrap Deputy Khyakim.

Balkan Velayat Khyakim H. Ashyrmyradov spoke about the work done in 2023.

Four facilities for various purposes were commissioned in the velayat in 2023.

Along with this, the report covered seasonal agricultural work currently underway to care for wheat and prepare for sowing cotton, planting spring potatoes and other vegetable, watermelon and melon crops.

Summing up the report, the head of state dismissed N. Gylyjov from the post of Balkan Velayat’s Bereket Etrap Khyakim for failing to properly perform the assigned duties.

The President of Turkmenistan appointed A. Ovezov as the Bereket Etrap Khyakim, releasing him from the post of deputy khyakim of this etrap.

In addition, K. Kurenov was dismissed from the post of Turkmenbashy Etrap Khyakim failed for failing to properly perform the assigned duties. M. Mergenov was appointed to this position.

Then Dashoguz Velayat Khyakim S. Soltanmyradov reported on the results of work done over the past year.

As was reported, during the period under review, measures were taken to successfully implement the provisions outlined in the Program of the President of Turkmenistan for the Socio-Economic Development of the Country in 2022–2028.

In 2023, the reconstruction of the Dashoguz equestrian sports complex, the construction of the administrative building of the Boldumsaz etrap traffic police department and 5 multi-storey residential houses were completed.

In order to grow and gather a bountiful harvest in 2024, wheat is currently cared for in 145 thousand hectares of land. Along with this, preparations are underway for the spring sowing of cotton and other crops.

Having heard the report, the President of Turkmenistan dismissed D. Annamuradov from the post of Boldumsaz Etrap Khyakim for failing to properly perform the assigned duties. V. Saparmyradov, who previously performed the duty of Dashoguz Velayat Deputy Khyakim, was appointed as the new khyakim of this etrap.

The head of state appointed Sh.Annaev to the post of Dashoguz Velayat Deputy Khyakim, releasing him from the post of Akdepe Etrap Khyakim.

The President of Turkmenistan appointed Ya. Govshudov the Akdepe Etrap Khyakim.

Then Lebap Velayat Khyakim Sh. Amangeldiev reported on the results of work done in 2023.

In accordance with the “National Program of the President of Turkmenistan for the transformation of social and living conditions of the population of villages, towns, etrap cities and etrap centers for the period up to 2028,” the reconstruction of existing and construction of new buildings, structures and engineering systems is carried out in the region.

Currently, seasonal agricultural work continues, in particular, wheat fields are treated in accordance with agro-technical standards. The necessary measures are taken to prepare for sowing cotton, potatoes and other vegetable, watermelon and melon crops, as well as agricultural machinery and equipment to be operated in the spring campaign.

Having heard the report, the President of Turkmenistan dismissed M. Erkaev from the post of Hojambaz Etrap Khyakim for failing to properly perform the assigned duties. E. Achylov, who previously worked as Sayat Etrap Deputy Khyakim, was appointed as the new khyakim.

Moreover, the head of state dismissed A. Rozyev from the post of Chardzhev Etrap Khyakim for failing to properly perform the assigned duties, appointing A. Seyidov to this position.

Then Mary Velayat Khyakim B. Orazov reported on the results of work done in 2023.

As part of the implementation of the National Rural Program, construction was completed and facilities for various purposes, cultural, social, industrial buildings, as well as 2 four-storey 48-apartment residential houses for citizens in particular need of care were completed and put into operation.

Addressing the khyakims of velayats, and the cities of Ashgabat and Arkadag, Head of State Serdar Berdimuhamedov emphasized the importance of the successful implementation of the Program of the President of Turkmenistan for the Socio-Economic Development of the Country in 2022–2028, as well as the National Rural Program.

At the same time, instructions were given to comply with agro-technical standards when treating sown areas in order to gather high yields of wheat, cotton and other agricultural crops.

Furthermore, the head of state dismissed A. Rozyev from the post of Chardzhev Etrap Khyakim failing to properly perform the assigned duties, appointing A. Seyidov to this position.

Then Mary Velayat Khyakim B. Orazov reported on the results of work carried out in 2023.

Along with this, instructions were given to comply with agro-technical standards when treating sown areas in order to gather high yields of wheat, cotton and other agricultural crops.

President Serdar Berdimuhamedov also ordered to keet under strict control the construction of residential buildings, hospitals and other social facilities in regions and cities.

Deputy Chairman of the Cabinet of Ministers T. Atahallyev reported on the results of the activities in the sector under his supervision in 2023, as well as on the progress of reforms in agriculture and seasonal work.

As was reported, the production growth rate throughout the agro-industrial complex amounted to 106.8 percent. Thus, this indicator was achieved 107 percent by the Ministry of Agriculture, 100.1 percent by the Ministry of Environmental Protection, 105.4 percent by the State Committee for Water Resources, and 101.3 percent by the State Association “Türkmen atlary”. The investment development plan was fulfilled 197.9 percent.

In order to gather a bountiful harvest, care for wheat crops continues in accordance with agro-technical standards. Along with this, preparations are underway for sowing cotton, including land plowing, leveling and planning. Agricultural machinery and seeds are prepared for spring sowing.

Information was provided on measures being taken to create additional water reserves for sufficient irrigation of land, rational and efficient use of water resources, and improve the land reclamation condition. In addition, irrigation canals and drainage networks are cleaned.

Addressing members of the Cabinet of Ministers and meeting participants, President Serdar Berdimuhamedov noted that the agricultural complex is one of the main sectors of the national economy, and announced his decision related to the reorganization of the Ministry of Agriculture.

As was specified, in order to increase agricultural productivity, develop livestock and poultry farming, create modern enterprises producing high-quality agricultural products, introduce advanced technologies into production through the transformation of the Ministry of Agriculture, the State Association “Türkmengallaönümleri”, the State Food Industry Association and the State Livestock and Poultry Industry Association, the State Concern “Türkmenpagta” and the State Association “Türkmenobahyzmat” are established.

The establishment of the Ministry of Agriculture and sectoral departments is an important step towards further improvement of the agro-industrial complex, the head of state said, signing the relevant document.

Then personnel issues were considered.

President Serdar Berdimuhamedov dismissed N. Nazarmyradov from the post of Minister of Agriculture due the transfer to another job. Ch. Chetiev, who previously held the position of Deputy Minister, was appointed as the new Minister.

The head of state appointed M. Ovezliev as Chairman of the State Association “Türkmengallaönümleri”, releasing him from the post of Deputy Minister of Agriculture.

B. Ataev, who previously held the position of Deputy Minister of Agriculture, was appointed Chairman of the State Food Industry Association.

President Serdar Berdimuhamedov appointed G. Ataev as Chairman of the State Livestock and Poultry Industry Association, releasing him from the post of Deputy Minister of Agriculture.

D. Suleymanov was appointed Chairman of the State Concern “Türkmenpagta”.

N. Berdiniyazov was appointed Chairman of the State Association “Türkmenobahyzmat”.

Having signed the relevant documents, President Serdar Berdimuhamedov wished the leaders of the Ministry and sectoral departments success in their work.

The head of state also signed a number of Decrees and Orders, in particular, on the zoning and cultivation of agricultural crops in velayats, the production of a bountiful cotton harvest in Turkmenistan, the planting of seedlings, the production of silkworm cocoons in Turkmenistan in 2024, as well as on increasing state procurement prices for grain and cotton for the purpose of economic stimulation of agricultural producers.

Addressing Deputy Prime Minister T. Atahallyev, President Serdar Berdimuhamedov emphasized that it is necessary to continue to work to increase the volume of production of agricultural goods and raw materials, as well as to fully provide the population with food products, strengthen food abundance, and increase the supply of raw materials to the processing industry.

In terms of increasing the potential of agriculture and horticulture, efforts must be made aimed at developing varieties of high-yielding crops and fruit trees, the head of state ordered. At the same time, instructions were given to develop livestock and poultry farming through the use of advanced methods and the introduction of innovative technologies.

Particular emphasis was placed on the need to modernize food industry enterprises.

Control over the rational use of water resources must be strengthened, the President of Turkmenistan said instructing to continue work on creating additional water reserves.

Speaking about the importance of analyzing the condition of water bodies and taking comprehensive measures to improve them, the head of state instructed to keep under strict control the issues of protecting the country’s unique ecosystem, preserving and enriching the flora and fauna.

Further, Deputy Chairman of the Cabinet of Ministers, Minister of Foreign Affairs R. Meredov reported on the results of the activities of the Ministry of Foreign Affairs over the past year.

As was reported, during the indicated period, relevant activities were carried out for the consistent implementation of the foreign policy course of independent neutral Turkmenistan, the development of constructive cooperation in bilateral and multilateral formats.

In 2023, President Serdar Berdimuhamedov made 18 state, official and working visits to the People’s Republic of China, the Kingdom of Bahrain, the Republic of Azerbaijan, the State of Qatar, Great Britain, the Russian Federation, the Republic of Tajikistan, the Republic of Turkiye, the Kingdom of Saudi Arabia, Hungary, the United States of America, The Republic of Kyrgyzstan, the Republic of Uzbekistan and the United Arab Emirates.

It was also highlighted that during the period under review, the National Leader of the Turkmen people, Chairman of the Halk Maslakhaty of Turkmenistan Gurbanguly Berdimuhamedov made visits to the United Arab Emirates, the Republic of Turkiye, the Federal Republic of Germany, the Islamic Republic of Iran, the Kingdom of Saudi Arabia, the Republic of Tajikistan, the People’s Republic of China and the Republic of Kazakhstan.

Delegations led by the Presidents of the Republic of Tajikistan and the Republic of Uzbekistan, as well as the Chairperson of the Government of the Russian Federation and the Prime Minister of Hungary, visited our country.

Meetings of various types were held online. Official negotiations and meetings with foreign partners also took place in Turkmenistan. During 2023, 257 international documents were signed.

Over the past year, regular meetings of bilateral Intergovernmental Commissions, business meetings and business forums were organized.

The report also included practical implementation of proposals related to the implementation of the foreign policy of the Homeland, which were presented to the Ministry of Foreign Affairs at meetings of the Cabinet of Ministers in 2023.

Summing up the report, President Serdar Berdimuhamedov emphasized that the foreign policy strategy of Turkmenistan, based on the principles of neutrality and peacefulness, is aimed at the comprehensive development of equal, mutually beneficial wide-ranging cooperation with the states of the world and international organizations.

As a member of the United Nations, based on its legal neutral status, our country successfully continues to implement a course aimed at maintaining global peace and security, preventing and minimizing the impact of modern challenges and threats.

A constructive cooperation is carried out with the states of the world and the region in the political-diplomatic, trade-economic, cultural-humanitarian and scientific-educational areas. Turkmenistan also cooperates in such areas as energy and energy security, sustainable transport, ecology and environmental preservation, water resources and food security.

Along with this, joint actions with foreign partners are ongoing in order to attract investments, advanced technologies and innovative solutions to our country, the head of the state specified.

Further, President Serdar Berdimuhamedov focused on the fact that this year ongoing under the motto “The fount of wisdom of Magtymguly Fragi”, a number of major international events are planned with the participation of numerous guests. On the occasion of the 300th anniversary of the birth of the outstanding poet and thinker, the opening ceremony of the Magtymguly Fragi cultural and park complex will be held, in which sculptures of foreign poets and writers will also be installed. This is a visible symbol of the triumph of friendship and brotherhood in our sovereign state, which Magtymguly dreamed of, the President of Turkmenistan emphasized.

In this context, the deputy prime minister, the head of the Ministry of Foreign Affairs was instructed to ensure a high organizational level of the preparation and holding of all scheduled international events.

Chairwoman of the Mejlis D. Gulmanova informed about the results of activities in 2023.

As was reported, during the period under review, 5 meetings of the national parliament were held, 49 Laws of Turkmenistan and 52 Resolutions of the Mejlis were adopted. A number of existing laws have been improved in accordance with the realities of the time. New bills are currently prepared.

As part of the development of international cooperation, meetings were held last year with representatives of parliaments of different states, diplomatic missions and international organizations, including the acceptance of credentials from the Ambassadors Extraordinary and Plenipotentiary of a number of countries accredited in Turkmenistan. 

In order to study best practices, parliamentarians go on working trips abroad.

Deputies and employees of the Mejlis took part in seminars organized by the relevant government agencies of our country jointly with bodies of the UN and authoritative international organizations on the issues of improving law-making activities and legal support for state programs being implemented.

People’s representatives carry out explanatory work among the population concerning the goals and objectives of the domestic and foreign policy of Turkmenistan, the progressive reforms being carried out, as well as the importance of the legal status of neutrality of our Homeland.

Summing up the information, President Serdar Berdimuhamedov noted with satisfaction that the country is working to strengthen the legal framework. In the past year of 2023, 49 Laws of Turkmenistan were adopted, which were developed as part of improving the legislative framework in our state. Amendments and addenda were also made to a number of legal instruments. The adopted laws are designed to promote the further prosperity of the independent Homeland and ensure a prosperous and happy life for the people, the head of state said.

Then the head of the national parliament informed about the comprehensive work carried out in accordance with the Decree of the President of Turkmenistan on celebrating the 300th anniversary of the birth of great poet and thinker of the East Magtymguly Fragi.

In this regard, the draft Law “On the establishment of the anniversary medal of Turkmenistan “Magtymguly Pyragynyň 300 ýyllygyna” was submitted to the head of state for consideration.

Specifying that a lot of work is currently done to study and popularize the rich literary heritage of Magtymguly Fragi in the world, President Serdar Berdimuhamedov signed the presented Law of Turkmenistan.

Continuing the meeting and addressing its participants, President Serdar Berdimuhamedov noted that, as is known, at the beginning of last year a traditional competition was announced among etraps and etrap-level in velayats to determine the best of them in all respects.

Recently, a special Commission led by the country’s trade unions summed up the results of this review. In this regard, the head of state gave the floor to Chairman of the National Trade Union Center A. Durdyeva to report.

As was reported, in accordance with the relevant Order of the President of Turkmenistan, this Commission carried out proper work in the prescribed manner. Based on its results, the best etrap of the country was chosen in 2023, held under the motto “Happy youth with Arkadag Serdar”.

Based on the competition results, the Ak bugday etrap of the Akhal Velayat was determined as the winner, having achieved the best results in terms of social, economic and cultural indicators.

Having heard the information, President Serdar Berdimuhamedov, to the applause of the meeting participants, signed the Order on awarding a cash prize in the amount of $1 million to the Akhal Velayat’s Ak Bugday Etrap Khyakimlik, and on the announcement of a similar competition in 2024. Continuing the extended meeting of the Cabinet of Ministers, the head of state addressed the participants with a speech in which he described the results of last year and identified the current objectives facing the country in 2024.

As a result of the selfless work of our people in 2023, the motto of which was “Happy youth with Arkadag Serdar”, we have achieved great success and fulfilled our plans, the President of Turkmenistan stated with satisfaction.

As was specified, activities continued to develop and implement laws that correspond to the realities of our time.

At the same time, a high rate of economic development has been promoted, the head of state emphasized. GDP growth amounted to 6.3 percent, including 4.3 percent in the industrial sector, 12.8 percent in trade, and 4.4 percent in agriculture. The amount of investments increased by 7.5 percent.

During the reporting period, a total of 12 thousand 274 new jobs were created. The volume of exports of products manufactured in the country reached 11.4 billion US dollars.

Last year, using all sources of financing, 78 industrial and socio-cultural facilities were opened, and 1 million 897 thousand square meters of housing were put into use. Thousands of families celebrated housewarming.

“Last year, we solemnly opened the “smart” city of Arkadag, built for the first time in the history of the country on the initiative of our Hero Arkadag,” President Serdar Berdimuhamedov said.

It was also pointed out that a high-voltage overhead power line along the Mary-Akhal route, two gas turbine units at the Turkmenbashy Complex of Oil Refineries, as well as dozens of new enterprises in various fields were put into operation.

Farmers, having gathered high harvests, ensured the country’s food security.

According to the head of state, the State Budget for 2024 has been adopted, and wages, pensions and state benefits have once again been increased.

An unforgettable event of the year was the holding at a high level of an international scientific and practical conference and exhibition in the capital in the year “Happy Youth with Arkadag Serdar”.

The prestige of our neutral state in the international arena is consistently growing, President Serdar Berdimuhamedov continued, emphasizing that cooperation with the United Nations is steadily developing. Last year, the UN General Assembly unanimously adopted Resolutions based on the initiatives of Turkmenistan, which is striking illustration of broad support from the world community for the proposals put forward by our neutral country that are significant for all humanity.

Neutral Turkmenistan carries out effective cooperation with other major international and regional associations and organization, builds up relations in various fields with countries of the world and international organizations, the head of state continued.

It was also noted that thanks to the efforts of Hero Arkadag, parliamentary diplomacy became particularly active.

We declare a certain motto for every year, President Serdar Berdimuhamedov continued. The content and ideological message of this year’s motto “The fount of wisdom of Magtymguly Fragi” is intended to raise the patriotic spirit, contribute to the education of youth, and inspire Turkmen people to carry out work for the further prosperity of the Homeland. 

“This places great responsibility on us, and in this regard we will have to work selflessly for the practical implementation of the motto of the year”, the head of state said.

Speaking about the priority objectives of the current year, President Serdar Berdimuhamedov emphasized that, in accordance with the Program for the Socio-Economic Development of Turkmenistan and Investments in 2024, it is planned to build and commission residential buildings with an area of 430 thousand square meters, 5360-seat educational institutions, and preschool institutions for 1200 children.

To improve the social and living standards of the people under this Program, it is planned to start the construction in the velayats and the capital, as well as complete the projects of a number of facilities and buildings.

This year facilities will be built and put into operation include a water treatment plant with a capacity of 150 thousand cubic meters of drinking water, the “Dokmaçylar” cultural center, a new monument to Magtymguly Fragi and a cultural park complex, 13 modern houses in the Parahat-7 residential area, International treatment and rehabilitation center and the International Scientific and Clinical Center for Physiology in the city of Ashgabat, the 2nd phase of a cement plant in the Baherden etrap, modern villages “Öňaldy” in Ak bugday etrap and “Gowşut” gengeshlik of the Kaka etrap in the Akhal Velayat; a motor road bridge across the Garabogazgol Bay, the International Air Terminal Complex in the village of Jebel in the Balkan Velayat, the 2nd phase of a cement plant in Koytendag etrap in Lebap Velayat, and a new administrative building of the Sanitary and Epidemiological Service in the city of Mary. It is also planned to commission the Tejen-Mary section of the Ashgabat-Turkmenabat high-speed motorway.

In order to improve the social and living conditions of the population, significant funds will be allocated for the construction of roads, communication, water, gas, energy supply systems and the construction of treatment facilities, the head of state said.

As was emphasized, during the year a number of international events will be held in our country on the occasion of the 300th anniversary of the birth of great thinker of the East Magtymguly Fragi and the declaration of the city of Anev as the cultural capital of the Turkic world in 2024.

The enormous service of professors and teachers, writers, and creative workers in popularizing the rich literary heritage of classical poet Magtymguly Fragi in the world was also highlighted. At the same time, foreign citizens make a significant contribution to this matter.

In this regard, President Serdar Berdimuhamedov ordered to prepare proposals for awarding representatives of the creative intelligentsia of our country and foreign countries with the newly established medal and the International Magtymguly Prize.

Along with this, instructions were given to properly prepare for holding events of special significance and significant occasions at a high level.

Summing up the meeting, the head of state noted that the Program adopted for the current year includes a very large amount of work.

“Our main goal is to promote the further prosperity of our native Homeland,” President Serdar Berdimuhamedov emphasized, expressing firm confidence that all new milestones planned for 2024 will be achieved through united selfless work together with the people.
