Today, President Serdar Berdimuhamedov, who arrived in Dashoguz region with a holiday trip, has held the visiting meeting of the Cabinet of Ministers, at which issues of socio-economic development of the northern region of the country were discussed as well as drafts of a number of projects, were considered.

Turning to the agenda of the meeting, the head of the state gave the floor to Deputy-Chairman of the Cabinet M.Muhammedov, who reported on preparation of proposals on socio-economic development of Dashoguz region within the framework of the seven-year presidential program at the instruction of the President of Turkmenistan.

In the draft of the Program of the President of Turkmenistan for transformation of social and living standards of population of villages, settlements, cities of districts and district centres for the period until 2027, it is planned to build new projects and facilities in Dashoguz region.

Further, Deputy-Chairman of the Cabinet Sh.Abdrahmanov reported on the measures realized for socio-economic development of Dashoguz region.

Creation of employment in institutions and enterprises of “Türkmengaz” State Concern, “Türkmengeologiýa” State Corporation and TORC in the region was informed.

With a view of regular supply of internal customers and foreign markets with natural gas, “Daşoguzgazakdyryş” and “Daşoguzgazüpjünçilik” departments carry out necessary work. The Dashoguz hydro-geological expedition is engaged in supply of local population with clean drinking water and increase of its reserves.

Having summed up the report, President Serdar Berdimuhamedov made an emphasis on the importance of regular diversification of the fuel and energy complex and enhancement of control over the financial state of sectors under his supervision and gave the Deputy-Chairman a number of concrete instructions for continuation of mutually beneficial relations and exchange of experience with reliable foreign partners, including cooperation in the field of increase of productivity of oil and gas wells and encouragement of investment activity.

Further, the Deputy-Chairman of the Government reported on the work carried out to prepare the draft of the Resolution “On purchase of hoisting equipment used for capital repair and drilling of side wells and its spare parts and submitted for consideration of the head of the state a relevant document.

Having signed the above-mentioned Resolution, the President of Turkmenistan instructed the Deputy-Chairman of the Cabinet to ensure its proper fulfilment.

The head of the state also made an emphasis on the necessity of further increase in the production volume of oil and processing of oil and natural gas, strengthening of efficient cooperation with all interested foreign partners and realization of new joint projects.

Deputy-Chairman of the Cabinet Ch.Gylyjov reported on the measures aimed at socio-economic development of Dashoguz region.

The Deputy-Chairman reported that in accordance with the “Program of the President of Turkmenistan for socio-economic development of the country for 2019-2025”, it is planned to reconstruct the cotton spinning factory “Serdar” in Dashoguz city and its reequipment with modern facilities.

In this connection, the Ministry of Textile has held international tender and explored proposals on this issue.

Upon reconstruction and re-equipment of the factory with modern technologies, its production capacity will increase, the quality of its output will improve, its export will grow, and new workplaces will be created.

Having heard the report, President Serdar Berdimuhamedov noted that the textile sector serves a bright example for dynamic development of innovative economy taking into account national priorities and common integration trends in the world economic space. Having underlined that modernization and equipment of enterprises with advanced technologies facilitate successful achievement of target goals, the head of the state instructed him to analyse proposals in detail and gave him a number of instructions.

Addressing participants of the meeting, the President of Turkmenistan pointed out that the Holiday of the Turkmen carpet will be solemnly marked on the upcoming Sunday.

The head of the state sincerely congratulated members of the Cabinet of Ministers and in their persons, all our compatriots with the upcoming Holiday of the Turkmen carpet and wished them great success in their work. “Let the rhythm of their combs sound high”, the President of the country said.

In this connection, President Serdar Berdimuhamedov, having informed on his decision to award the best weavers of carpet the honorary title “Honoured carpet maker of Turkmenistan” , signed the relevant Decree.

Deputy-Chairman of the Cabinet Ch. Purchekov reported on the work of the construction and industrial complex aimed at socio-economic development of Dashoguz region.

A total of 48 buildings, 20 of which are social projects and 28 production projects, are constructed at the expense of capital investments. This year, it planned to commission into operation 7 projects. Besides it, construction of two secondary schools for 600 schoolchildren, a nursery school for 240 children, a modern amusement park for children and a bus terminal for passengers is carried out at a dynamic pace.

Within the framework of the plan for supply of population with housing, to the order of the khyakimlik of Dashoguz region and citizens, 35 4-storey residential houses of 16 and 26 flats are constructed.

With a view of implementation of the project for creation of a ring power transmission system, the Ministry of Energy continues construction of the “Balkan-Dashoguz” high voltage overhead power transmission lines with a capacity of 500 kW and stations at a high pace and all measures are taken for completion of the given project within the fixed terms.

In the rural areas, settlements, cities of districts and district centres the work on construction of internal motor roads and reconstruction of existing ones goes on actively.

Having heard the report, President Serdar Berdimuhamedov drew the attention to the importance of large-scale transformations carried out with a view of all-round development of the northern region of the country underlining the necessity of creation of all conditions for worthy, comfortable life and creative work of population and gave the Deputy-Chairman concrete instructions to this end.

Further, the Deputy-Chairman of the Cabinet reported on the work for supply of local farm producers with related mineral fertilizers and production enterprises of “Türkmenhimiýa” State Concern with necessary chemical production.

In this connection, the draft of the Resolution on conclusion of the relevant contract between “Türkmenhimiýa” State Concern and “Uzkimyoimpeks” LLC was submitted for consideration of the head of the state.

Having summed up the report, President Serdar Berdimuhamedov marked the importance of the work carried out to supply internal customers with relevant chemical production widely applied in agriculture and industry.

Having signed the Resolution, the head of the state instructed the Deputy-Chairman to ensure a proper control over the work carried out in this area and attach special attention to the development of national chemical industry in the light of goals set for steady increase in the volume and range of manufactured chemical products, which enjoy a great consumer demand.

In his turn, Deputy-Chairman of the Cabinet E.Orazgeldiyev reported on the measures taken to improve water supply in Dashoguz region as well as to prepare for the grain harvesting campaign in regions of the country.

As was informed, by the results of analysis, carried out in Dashoguz region, relevant estimations were made within the framework of planned measures for 2022-2028 with a view of improvement of water supply, ameliorative state of agricultural fields in the region and creation of additional reserves of water.

For inadequate fulfilment of his duties and the slackening of control over the measures for improvement of water supply, ensuring of rational use of water, creation of additional reserves and efficient exploitation of sectoral projects in Dashoguz region, President Serdar Berdimuhamedov gave Chairman of the State Committee for Water Resources G.Bayjanov a severe reprimand and signed the relevant Decree.

The Deputy-Chairman of the Government also informed that preparation of grain harvester combines and motor transport, which will be operated in the gain harvest as well as grain reception points, continues.

It was informed that with a view of efficient organization of the given campaign, heads of the Ministry and departments of the agro-industrial complex were appointed responsible persons and sent to regions on a business trip.

The Deputy-Chairman addressed the head of the state with request to appoint the date and bless the start of the grain harvesting campaign.

Having summed up the report, the head of the state noted that a large-scale work is carried out in our fatherland to develop the agricultural sector and underlined that the state creates all conditions for agriculturists. They are fully supplied with high quality seeds, mineral fertilizers, chemical agents, modern agricultural machinery and water. In addition to it, the program activity for creation of food abundance in the country is implemented, the President of Turkmenistan stated.

Having pointed out that this year, regions of our fatherland have obtained a rich yield of wheat, President Serdar Berdimuhamedov drew the attention to the importance of gathering of wheat without loss, which serves a pledge for the strengthening of food sovereignty of the country.

Having blessed a start of grain harvesting campaigns to take place in Akhal, Lebap and Mary regions on June 3, in Balkan and Dashoguz regions on June 10, the head of the state addressed honoured elders with request to give a kick-start to the grain harvesting campaigns by the established noble tradition with words of “Bismilla”!

“May your harvest be rich, courageous grain growers!”, the President of Turkmenistan said, wishing diligent agriculturalists and all toilers of villages sound health and family wellbeing.

Deputy-Chairman of the Cabinet S.Toylyev, who reported further, informed on the measures taken for socio-economic development of Dashoguz region in the spheres of science, education, health and sports.

Before the report, the Deputy-Chairman expressed his deep acknowledgment to President Serdar Berdimuhamedov on behalf of workers of the healthcare sector for the commissioning of a multifield hospital for 450 beds and a cancer hospital for 150 beds into operation in Dashoguz city.

New modern world standard medical institutions equipped with innovative technologies of leading world manufactures will have a great significance to ensure high quality medical services for the population of the region, to prevent and treat efficiently various diseases.

Within the framework of measures taken for socio-economic development of the northern region, educational institutions, including nursery schools and secondary comprehensive schools equipped with multimedia technologies, computer classrooms, language laboratories, crafts and music rooms, spots halls will be built here.

Having heard the report, President Serdar Berdimuhamedov underlined that the health and wellbeing of people will be always a key area of the state policy, confirmation of which can serve the upcoming opening of two significant healthcare projects of world standards.

Having underlined the importance of work carried out in this area, the head of the state instructed the Deputy-Chairman to keep all the issues connected with improvement of education, science, healthcare and sports both in the country and in its every region under control.

Deputy-Chairwoman of the Cabinet M.Mammedova reported on the program of events planned to hold in June of the current year and opening of social projects, which will be commissioned into operation within the framework of activities for socio-economic development of Dashoguz region and improvement of activities of institutions of culture.

Various events will be held in June on the occasion of International Children's Day World Bicycle Day, Science Day, Day of workers of culture and art as well as Poetry of Makhtumkuli Fragi.

President Serdar Berdimuhamedov gave the Deputy-Chairwoman of the Cabinet concrete instructions for organization and conduction of these events at high level involving as many young people as possible.

The Deputy-Chairwoman of the Cabinet also reported on preparation for the meeting under the title “Sites of national historical and cultural heritage of Dashoguz region in the system of international tourism” planned for June 4 of the current year, submitting the relevant plan for consideration of the President of the country.

On margins of the events, it is also planned to organize seminars in the field as well as online speeches of foreign specialists.

The participants of the scientific meeting will focus on the issues of further study and preservation of the monuments of Dashoguz velayat, improvement of infrastructure and development of new tourist routes, their inclusion in the network of existing major international tourist destinations. It will also be touched upon the further study of the Great Silk Road’s main routes, along which trade and cultural exchange was established in ancient times, and the identification of new objects of historical and cultural heritage along them.

It is planned to take participants of special field seminars to the well-known historical and cultural monuments of Kunya-Urgench, included in the UNESCO World Heritage List, as well as to familiarize them with the archaeological excavations that have begun at the Kerwensaraý monument, carried out within the framework of the State Program for 2022-2028 for the careful preservation of objects of national historical and cultural heritage, their protection and study, and tourists’ attraction to them.

As noted, the first week of archaeological research that began here has already been marked by the identification of interesting artifacts – fragments of architectural decoration in the form of terracotta carved tiles. These finds, the technology and time of their manufacture, as well as the work on their restoration and museumification will be one of the topics of the upcoming scientific discussion of specialists.

Kunya-Urgench also conducts systematic activities for the study, conservation and restoration of architectural heritage. The reserve has restored the most significant and most visited shrines: the mausoleums of Najm ad-Din al-Kubra, Sultan Ali, Piryar Veli, Tyurabek-khanim, the tombs of Khorezmshahs – Sultan Tekesh and Il-Arslan, the mausoleum of Seyit Ahmed and the minaret of Kutlug-Timur. The ruins of the earliest fortress of Kunya-Urgench, known as Kyrkmolla, the former cathedral mosque with the remains of the minaret of al-Mamun, have been preserved, and the madrasah of Ibn Hajib has been restored.

Another group of participants of the scientific meeting will visit the well-known monuments of Gerogly etrap – Izmykshir settlement and the medieval architectural complex of Ismamut-ata, not only in our country, but also far beyond its borders. During the field seminars, which will be attended by archaeologists, architectural historians, restorers, representatives of tourism, as well as specialists from all state historical and cultural reserves of the country, a wide exchange of views and experience will take place.

Having approved the presented plan, the head of state highlighted the importance of in-depth study and popularization of historical and cultural monuments of our country in the world and in this context expanding cooperation with UNESCO, giving the Deputy Prime Minister specific instructions.

Director General of the Agency for Transport and Communications under the Cabinet of Ministers M.Chakyev reported on the work carried out by the supervised structures on the socio-economic development of Dashoguz velayat.

It was reported that stationary and mobile telephone points were installed in the northern region.

Turkmenawtoulaglary Agency continues a passenger bus station’s construction in Dashoguz, scheduled for commissioning this year, which will create new jobs.

The reconstruction of the International Airport Hotel is being completed by Türkmenhowaýollary agency.

By order of the khyakimlik of Dashoguz velayat, it continues the construction of four four-storeyed 16-apartment and two 24-apartment houses for employees of Türkmendemirýollary agency, as well as three 4-storeyed 24-apartment houses for specialists of Türkmenhowaýollary agency.

It was reported that proposals were being prepared for the construction of high-comfort residential buildings in Dashoguz for employees of the transport and communication industry, as well as a new administrative building for the provision of wired and cellular telephone services, including mail reception and delivery points in the Gurbansoltan eje etrap.

In this regard, relevant projects were submitted for consideration by the head of state.

After hearing the report, President Serdar Berdimuhamedov underlined that in recent years, dramatic changes have been taking place in the northern region, as well as throughout the country, associated with the industrialization of the national economic complex, the intensive development of the transport system, which is gaining international importance.

Further improvement of the social and living conditions of the people in cities and villages, improvement of their well-being is the main goal of the implementation of national programs and strategies, the head of state noted, ordering tenders for the construction of the provided social facilities.

Chairwoman of the Mejlis of the Milli Gengesh G.Mammedova informed about the ongoing work to strengthen the legal framework of the state.

As noted, large-scale projects aimed at the socio-economic development of the regions are being implemented in all corners of the country, including Dashoguz velayat. This work is carried out in accordance with the Program “Revival of a new epoch of a sovereign state: The National Program of Socio-Economic Development of Turkmenistan in 2022-2052”, the National Rural Program and the Program of Socio-Economic Development of Turkmenistan for 2019-2025.

Mejlis deputies, including those elected from Dashoguz velayat, participate in the reception of citizens in velayat, etrap and city administrations, regularly meet with voters, study people’s opinions and suggestions about laws and regulations, explain the meaning of the adopted documents, and also provide methodological assistance to Etrap Halk Maslakhaty and Gengesh members.

President Serdar Berdimuhamedov instructed Deputy Prime Minister Ch.Gylyjov, together with the chairwoman of the Mejlis of the Milli Gengesh G.Mammedova, to award the best craftswomen in a solemn atmosphere.

Then Deputy Chairman of the Halk Maslakhaty of the Milli Gengesh K.Babaev informed about the planned work carried out in order to further improve the country’s legal system.

The relevant activities are carried out according to the analysis of incoming proposals aimed at improving the legislative framework in the field of protection of human rights and freedoms, regional development, environmental protection, improving the living conditions of our people and further political, economic and cultural development of the state.

President Serdar Berdimuhamedov noted the exceptional importance of Milli Gengesh’s work to further improve the legal foundations of Turkmen society and strengthen genuine democratic principles in it.

In this regard, the head of state emphasized the need for further modernization of legislation that facilitates the intensive socio-economic development of the regions, the realization of their enormous potential.

Then the floor was given to the Deputy Chairman of the Cabinet of Ministers, Minister of Foreign Affairs R. Meredov, who reported on the steps being taken to develop cooperation between Turkmenistan and foreign partners on the Aral Sea issue.

In this context, specific measures are being implemented in the country aimed at minimizing the consequences caused by the situation related to the Aral Sea and improving the socio-economic living conditions of the local population.

In order to consolidate the efforts of the world community in this direction, Turkmenistan regularly puts forward constructive initiatives at the international level.

The environmental problem of the Aral Sea is also given great importance in the relevant measures implemented in our country at the national level. In particular, at the initiative of the President of Turkmenistan, the National Aral Sea Programme for 2021-2025 was developed, which was approved on October 22 last year. It is the main document aimed at improving the socio-economic and environmental situation in Dashoguz velayat in the context of solving issues of the Aral problem.

The Program outlines specific measures, including the construction of three multidisciplinary hospitals in Dashoguz velayat, seven water treatment plants, the design and launch of a 120 megawatt gas turbine power plant in Dashoguz. It should also be noted that, 48 of 86 projects covered by this Program are implemented jointly with such major United Nations agencies as the United Nations Development Programme (UNDP), the Children’s Fund (UNICEF), the Population Fund (UNFPA), the Food and Agriculture Organization (FAO), and other international structures.

In order to increase international cooperation in the field of environmental protection and ecological safety in the Aral Sea region, a number of proposals have been prepared.

In the light of global climate change, it is particularly urgent to take steps to develop optimal solutions to problems related to the Aral Sea, including the introduction and use of advanced technologies in this area in our country together with international organizations.

After hearing the report, President Serdar Berdimuhamedov noted that the comprehensive development of regions, improvement of social and living conditions of the population, as well as all-round care for people’s health, including such an important aspect as ecology and environmental protection, were identified, on the initiative of the Hero-Arkadag, among the priorities of the state policy of the Motherland. A clear confirmation of this is the upcoming opening of important social facilities in Dashoguz velayat on May 27.

Having approved the voiced proposals, the head of Turkmenistan highlighted the need to keep under control the implementation of program measures aimed at ensuring environmental safety and sustainable development in the Aral Sea region, as well as, in general, to improve the socio-economic and environmental situation in the region. In this context, President Serdar Berdimuhamedov gave relevant instructions to the Deputy Prime Minister, the MFA head.

Then N.Nazarmyradov, the khyakim of Dashoguz velayat, spoke, who expressed deep gratitude to President Serdar Berdimuhamedov on behalf of the entire population of the velayat for visiting the country’s northern region, underlining that this trip delighted and inspired local residents to new labor victories.

Then khyakim reported on the state of affairs in the velayat, the progress of the implementation of the “Program of the President of Turkmenistan on socio-economic development of the country for 2019-2025” and the National Rural Program.

A separate topic of the report was the work carried out in the agro-industrial complex of the velayat, including the organized conduct of the upcoming grain harvest. As reported, a wheat crop has been grown on an area of 145 thousand hectares, in the harvesting of which it is planned to use 428 combines and 2,135 vehicles for transportation to 28 reception points.

Khyakim also informed about the implementation of the plan for procurement of silkworm cocoons.

After hearing the report, President Serdar Berdimuhamedov emphasized the need to keep under unflagging control all the work carried out in the northern region, including within the framework of the adopted national socio-economic development programs.

Speaking about the importance of the ongoing transformations in the agricultural sector, the head of state ordered to pay special attention to the quality care of wheat fields and the completion of cotton sowing in optimal terms, which is the key to obtaining rich harvests.

Touching upon the issues of construction of social, industrial and other facilities, the President of Turkmenistan pointed out that it is necessary to ensure the high quality of all new buildings and their commissioning within the established deadlines.

At the meeting of the Government of the country, other issues of socio-economic development of Dashoguz velayat were also considered, to reach appropriate decisions.

Concluding the visiting session of the Cabinet of Ministers, President Serdar Berdimuhamedov wished all participants good health, family well-being and great success in their work for the sake of further prosperity of the sovereign Motherland.
